Unimproved Site Value

This entails taxation of land based on unimproved site value. Land is taxed to its highest and best use, under the prevailing planning regulations. This form of taxation encourages owners of land which is under-utilized to maximize its use. Taxation on the basis of unimproved site value encourages optimum use and improvement of land.

Improvements' Value

This entails taxation based on the value of improvements only. This avoids the need to find value of the land element. This is applied in countries such as Kosovo and Tanzania.

Capital Value of Property

This entails taxation based on value of land and improvements (together or separately). Valuation for rating purpose entails valuing the entire property as one followed by application of one rate. On contrary, the land component can valued separately from the improvements to allow for application of different rates.

Annual Rental Value of Improved Property

This entails taxation based on rental value. Rental value is derived from an analysis of market transactions. The basis is applicable in Uganda. This rating system requires that the property owner pays for the rates on the basis of annual rental value.
